How much does a septic system cost on Vancouver Island?

What is a Letter of Certification and why does occupancy depend on it?
The Authorized Person oversees key points of the installation to confirm the important milestones are met and the features are installed as intended. Once the system is installed, the Authorized Person commissions it — testing that it operates as designed — and then modifies the drawings to produce an accurate as-built site plan. That plan, together with an owner's manual and a maintenance plan, forms the Letter of Certification, which is submitted to the health authority and kept on record. Once the Letter of Certification has been returned and authorized, it is the document a building department needs to show the system was installed, and it is what guides the occupancy permit being issued.
Can an old septic covenant actually be removed?
Often, yes. Standards, technology and available system types have changed considerably since these covenants were registered, and many restricted parcels can now be shown to support a compliant modern system. The process runs from site assessment through a sealed assessment letter to Land Title registration, typically in five to ten weeks.

Do I need a permit for a septic system in BC?
Not a permit in the traditional sense. Under the BC Sewerage System Regulation, an Authorized Person files a Record of Sewerage System (RoSS) with the health authority — Island Health on Vancouver Island — before construction begins. Your local government then relies on that filing when issuing your building permit, and Island Health receives a Letter of Certification once the system is built.
What is a Record of Sewerage System (RoSS)?
It is the filing package that tells Island Health what is being built, where, and on what basis: site assessment findings, design flow, treatment type, dispersal field sizing and layout, and the Authorized Person's declaration. It is filed before construction, not after.
What is a Letter of Certification and why does occupancy depend on it?

Does Island Health inspect my septic system?
No. Island Health's role is administrative: it accepts the filing and the Letter of Certification and confirms they meet the documentation standards of the Sewerage System Regulation. It does not review or approve the design, and it does not inspect construction. The judgement about whether a system is properly designed and properly built rests with the Authorized Person who seals it. Island Health becomes directly involved only where a system is reported as a health hazard — which is exactly why the designer you choose matters.
Who does the work: ROWP vs P.Geo.
BC lets two kinds of professional file a septic design. They are not interchangeable, and the difference matters most on hard sites.
What is the difference between a ROWP and a P.Geo.?
A Registered Onsite Wastewater Practitioner (ROWP) is certified through ASTTBC to plan, install or maintain systems within the prescriptive standards of the Standard Practice Manual. When does a site actually need a P.Geo. rather than a ROWP?
When the site does not fit prescriptive standard practice: shallow soil over bedrock, high or perched water tables, reduced setbacks from fresh or marine water, shortened dispersal fields, or medium-flow commercial systems. Those situations require a departure from the Standard Practice Manual justified by evidence and carried under a professional seal. Design flow matters too — a ROWP is limited to systems under 9,100 litres per day, so anything above that needs a professional regardless of how straightforward the ground is.
Is Jordan Huscroft an engineer?
No. Jordan is a Professional Geoscientist (P.Geo.), not a Professional Engineer (P.Eng.). Both are registrants of Engineers and Geoscientists BC and both are "professionals" under the Sewerage System Regulation, with the same authority to design onsite systems and to depart from the Standard Practice Manual on evidence. The difference is the discipline. A P.Eng. practises engineering; a P.Geo. practises geoscience — soil, groundwater and how water actually moves through ground, which is the science an onsite dispersal system depends on. Both are bound to work only within their own area of competence, so the meaningful question about any professional is not the letters but whether onsite sewerage is genuinely their declared practice area. Do I work with the same person the whole way through?
Yes. Pacific Rim Wastewater Solutions is a sole practitioner firm — the person who digs the test pits is the person who designs the system, files it, attends the inspections and signs the certification. There is no account manager between you and the work.

What happens during a site assessment?
Test pits are excavated and logged: soil texture and structure, depth to any restrictive layer, depth to bedrock, and evidence of the seasonal high water table. Percolation or permeameter testing establishes hydraulic behaviour. Setbacks to wells, water bodies, buildings and property lines are measured, and the usable dispersal area is mapped.

Can a site assessment be done in winter?

What is a septic covenant on title?
It is a restriction registered against the land title that limits or prohibits building on part or all of a parcel. Most were registered to reserve an area of land for a septic system, or because the parcel was not demonstrated at the time to support onsite sewage disposal. The difficulty comes later: building plans change, and an overly restrictive covenant can foreclose the use of more advanced treatment that would make a previously unsuitable area perfectly workable for onsite sewerage today. The covenant stays on title until it is formally discharged, regardless of what the land can support now.
Can an old septic covenant actually be removed?
Often, yes. Standards, technology and available system types have changed considerably since these covenants were registered, and many restricted parcels can now be shown to support a compliant modern system. The process runs from site assessment through a sealed assessment letter to Land Title registration, typically in five to ten weeks.
How do I find out whether removal is worth attempting?

I'm buying rural property — what should I check before removing subjects?
Ask whether a filed septic record exists with Island Health, whether title carries a covenant, where the existing field is and how old it is, and whether the bedroom count of the house matches the system that was filed. It is also often a good decision to talk with a ROWP or an Authorized Person about what a system on that property would realistically look like, in general terms, without commissioning a full site assessment. Island Health charges $50.00 per property to release copies of existing sewerage records — cheap insurance against a five-figure surprise.

What is the difference between Type 1, Type 2 and Type 3 treatment?
Type 1 is a septic tank producing primary effluent, dispersed to a field. Type 2 adds secondary treatment for cleaner effluent, which reduces the dispersal area required — typically either a combined treatment and dispersal system such as an Eljen, where the advanced treatment happens within the dispersal field itself, or an aerobic treatment unit such as a Bionest. Type 3 adds tertiary treatment for the highest effluent quality and the smallest footprint. Higher types carry mandatory ongoing maintenance, and the site — not preference — decides which is required.

Can I install the system myself?
On a Type 1 system, an owner-builder can supply the labour under professional design and oversight. That is what the homeowner installation oversight service is for: a full design, a step-by-step installation manual, mandatory inspections at each critical stage, plus the Island Health filing and certification handled professionally.
What payment methods does PRWS accept?
Conventional payment methods including e-transfer, cheque and cash — and Bitcoin, which is our preferred way to be paid. That is a deliberate choice rather than a novelty. The money most people are paid in loses value quietly every year, and the systems that move it sit behind intermediaries who take a percentage, decide who is allowed to transact, and can reverse a payment long after the work is done. Bitcoin is a serious attempt to fix that at the root: money with a fixed supply nobody can print, on an open network anyone can use without asking permission. But a currency is only worth something if there are real places to spend it, and that part is up to small businesses. By taking Bitcoin for professional work we are adding one more genuine service to an economy that is still being built, so people who choose to save in it are not pushed back into the system they were trying to leave. If enough of us do that, it stops being an experiment and becomes a real option. Mention Bitcoin when the invoice is issued and it will be arranged.
How long does a septic system last?
The target is 30 years or more. A well-built Type 1 system generally targets 30 to 50 years, provided it is maintained properly and a maintenance program is actually followed. Beyond that it depends on soil, loading and care. The fastest ways to shorten one are hydraulic overloading, driving equipment over the dispersal field, and skipping tank pump-outs until solids reach the field.

Residential Septic System Design
How fast can I get a design?
By focusing on design first, I'm able to turn around a septic design typically within a week of the site assessment, so your building permit application can move forward without delay.
Will my property need a Type 1, 2, or 3 system?
The site decides — soil, water table, setbacks, and lot size. A pre-design assessment tells you which treatment level your site requires before you're committed.
What does a septic design cost, and what moves the price?
Design fees scale with how much fieldwork and analysis your site demands. The main cost drivers are access (a Bamfield boat-access lot costs more to reach than a Port Alberni subdivision), number of test pits, whether a permeameter test is needed, slope and water-table complexity, treatment type, and whether setback relaxations require hydrogeological justification. Straightforward sites cost less. I quote after I understand the site, not before.
Do I need a P.Geo., or can a ROWP design my system?
For most single-family homes a Registered Onsite Wastewater Practitioner (ROWP) is a valid Authorized Person under the Sewerage System Regulation. But the regulation limits practitioners to Type 1 and Type 2 systems at daily design flows up to 9,100 litres; Type 3 treatment or higher flows require a professional registered with EGBC. Sites needing hydrogeological analysis or setback relaxations also sit squarely in professional territory.
What actually happens during the site assessment?
I dig test pits with an excavator or hand auger, log the soil horizons, look for restrictive layers and mottling that reveal the seasonal high water table, run percolation or constant-head permeameter testing where needed, and measure setbacks to wells, water bodies, buildings, and property lines. Most residential assessments take part of a day on site; the design follows within about a week.
How long is the whole process, from first call to a working system?
The design is typically ready within a week of the site assessment. After that the timeline belongs to others: Island Health filing and your building permit, then your installer's schedule and ground conditions. Winter water tables can delay observations on marginal sites, and excavation gets harder in a wet Alberni Valley February. Plan for weeks, not days, on the construction side.
What if my lot has thin soil, a high water table, or is close to a lake?
That's common on Island lots and it usually means a higher treatment type, a shallower dispersal design, imported sand fill, or pressurized distribution rather than gravity. Where a conventional layout won't fit, I can develop a design supported by hydrogeological analysis and sealed as a Professional Geoscientist — including justified reductions to dispersal length or setbacks where the evidence supports them.
I'm adding a bedroom or a suite. Do I need a new design?
Usually yes, at least an assessment. Design flow in BC is driven by the number of bedrooms, so adding one can push your existing system past its rated capacity, and building departments often ask for confirmation the septic system can carry the new load. Sometimes the existing system is adequate and a letter settles it; sometimes the dispersal field needs expanding.
What paperwork do I actually receive?
Two documents matter most. The Record of Sewerage System (RoSS) is filed with Island Health before construction and is what your building department wants to see. The Letter of Certification (LoC) comes after installation and confirms the system was built as designed — it's what occupancy, and eventually your buyer's lawyer, will ask for. You also get the record drawings and maintenance plan.
Proposed Subdivision Assessment
Is my property sub-dividable?
It depends on soil, water table, setbacks, and lot geometry — and it's knowable before you commit. A feasibility assessment answers the wastewater question early, which is usually the make-or-break constraint for rural subdivision.
What lot size do I need?
Typically 1.0 ha minimum for lots on private wells and 0.2 ha for lots on a water supply system — but a professional assessment can support justified deviations where soil conditions protect the receiving environment.
What does Island Health require as proof of onsite sewerage feasibility?
Evidence, gathered in the field, that every proposed lot has both a primary and a reserve dispersal area able to handle a typical dwelling's design flow. In practice that means observation pits and percolation or permeameter testing in each area, logged soils and depth to restrictive layers or water table, slope, and a plot plan showing test locations and all setbacks — submitted on Island Health's subdivision application and site assessment forms by an Authorized Person.
What does a subdivision assessment cost, and what moves the price?
The main driver is lot count — each proposed parcel needs its own primary and reserve area tested, so a two-lot split costs far less than an eight-lot plan. After that: excavator access and mobilization, terrain and soil variability, whether marginal soils force extra pits, and whether the file needs a hydrogeological opinion to support smaller lots or reduced setbacks. I scope it after seeing the plan.
Do I need a P.Geo., or can a ROWP do this?
A ROWP can perform many subdivision site assessments. A professional becomes necessary when the file needs more than a soils log — supporting lots below typical minimum sizes, justifying reduced setbacks, addressing groundwater or breakout risk, or answering a hydrogeological question from the approving officer. Because those questions are common on Island terrain, a P.Geo. assessment often avoids a second round of work.
How long does it take, and when should I start?
Start before you commission a survey plan. Fieldwork is usually a day or two per site depending on lot count, with reporting to follow, but scheduling depends on excavator availability and ground conditions — and on marginal sites the most defensible water-table observations come during the wet season. Assessing early means lot lines get drawn around the good ground rather than fighting it.
What if one of my proposed lots doesn't pass?
That's usually fixable, and much cheaper to find out now. Options include redrawing lot lines so each parcel captures workable ground, reducing the number of lots, relocating building envelopes, or designing a higher treatment type that needs less dispersal area. If the land genuinely can't support the plan, you learn that before spending on survey, legal, and application fees.
How does this fit with the approving officer and the regional district?
The subdivision approval itself comes from the approving officer — the provincial transportation ministry (MOTI) for most rural Island parcels, or the local government where it has that authority. Health approval for sewerage feasibility is one referral within that process, alongside zoning, access, and water. The wastewater answer is often the binding constraint, which is why it's worth resolving first.
Commercial Sewerage System Design
Why does the 22,700 L/day threshold matter?
Below it, your project stays under Island Health jurisdiction through the standard RoSS process. Above it, you enter the Ministry of Environment's Municipal Wastewater Regulation — a longer, costlier permitting path. Designing within the threshold, where the use allows, is often a decisive project-economics decision.
Can you work with our architect or project engineer?
Yes — commercial designs routinely integrate with a broader project team, and as an EGBC-registered professional I can coordinate directly with your other consultants.
What drives the cost of a commercial septic design?
Flow volume is only part of it. The bigger drivers are how many test pits and permeameter tests the dispersal area needs, whether flows are seasonal or continuous, treatment type, pump and dosing complexity, site access, and how much documentation your lender, insurer, or regional district wants. A design for a 20-site campground and one for a 60-seat restaurant can differ substantially even at similar flows.
Can a ROWP design our commercial system?
Generally no. The Sewerage System Regulation restricts registered practitioners to Type 1 and Type 2 systems at daily design flows up to 9,100 litres. Medium-flow commercial projects sit above that line, so the design, filing, and certification must come from a professional registered with EGBC — a professional engineer or, as here, a Professional Geoscientist working within their area of competence.
How do you work out our daily design flow?
From use, not guesswork. SPM V3 provides design flow figures by occupancy type — campsites, seats, rooms, staff, fixtures — and those get combined with your actual operating pattern and any metered data you already have. Getting this number right early matters more than almost anything else: it sets tank sizing, treatment type, dispersal area, and whether you stay under the 22,700 L/day jurisdictional threshold.
Our business is seasonal. Does that change the design?
Yes. A resort that runs near capacity in July and sits nearly empty in February loads the system very differently than a year-round facility. Seasonal peaks drive hydraulic sizing while long idle periods affect biological treatment performance and startup. Designs for seasonal operations typically need flow equalization, staged dispersal, or treatment equipment tolerant of intermittent loading, plus a realistic operating plan.
How long does a commercial project take?
Longer than residential — plan in months, not weeks. Field assessment and flow development come first, then design, then Island Health filing, then construction and commissioning. The variable that most often stretches the schedule is project definition: changes to building use, seat counts, or unit numbers change the design flow, and a changed design flow can change everything downstream.
What happens after the system is installed?
Commissioning, certification, and then ongoing obligations. Medium-flow and Type 2/Type 3 systems carry maintenance plan requirements under the Sewerage System Regulation, so you'll have scheduled servicing, sampling where applicable, and record-keeping. I provide the Letter of Certification and the maintenance plan, and can stay involved for performance monitoring if you'd rather not manage it alone.
We might exceed 22,700 L/day eventually. What then?
Above 22,700 L/day the project leaves the Sewerage System Regulation and enters the Ministry of Environment's Municipal Wastewater Regulation — a slower, costlier authorization path with effluent quality and monitoring conditions. There is a jurisdictional question worth understanding before you get near it: a property can hold more than one sewerage system, each designed under the 22,700 L/day threshold, rather than one system above it. That is a real option, but it is not a loophole to be used casually — the cumulative effect of that much effluent in one area still has to be considered on its merits. The defensible approach is flow monitoring and modelling to establish actual system use in advance, so the decision is made on measured data rather than on a hopeful reading of the threshold. I can lay out both paths before you commit to a building program.
Septic Covenant Removal
Why does my property have a septic covenant?
Most were registered to reserve an area of land for a future septic field, or because a parcel could not be shown at the time to support onsite sewage disposal. Historically the health authority could require a Section 219 covenant when a lot was created or a system permitted. Many are old, but not all of them are — covenants newer than the 2005 Sewerage System Regulation do exist. The problem is rarely the covenant's age. It is that building plans change, and an overly restrictive covenant can rule out the more advanced treatment that would make a previously unsuitable area perfectly workable today.
What does it cost to apply?
Island Health charges a $250 administrative fee for the release application, plus your legal costs for the Land Title Form C and my assessment work — which starts with the free desktop review.
What moves the price of a covenant removal?
Mostly how much fieldwork the file needs. A property with an obvious alternative dispersal area, good access, and clean title takes far less work than a steep, treed, or boat-access lot where test pits must prove marginal ground. Multiple covenants, a covenant tied to a system that also needs replacing, or extra Island Health questions add scope. The free desktop review tells you which category you're in.
My covenant predates 2005. Does that make it harder or easier?
Easier, generally — that's the normal case. Nearly every septic covenant of this kind was registered under the old Health Act before the Sewerage System Regulation took effect on May 31, 2005. The 2005 regulation replaced covenant-based control with the filing and certification system, so the technical argument is usually that the reserved area is no longer the mechanism protecting public health on your lot.
Do I need a P.Geo., or can a ROWP handle it?
Island Health requires a Covenant Assessment Letter sealed by an Authorized Person, and a ROWP can be that person. Where a professional helps is on marginal sites: soil, groundwater, and setback arguments that need hydrogeological reasoning to survive review. A sealed professional opinion carries that reasoning, which is why difficult files often move faster with a P.Geo. than with a straight practitioner letter.
How long does it actually take?
Most files run 5–10 weeks end to end: technical feasibility assessment 2–4 weeks, covenant release package about a week, Island Health review 1–2 weeks, and Land Title registration usually the same week it's filed. Winter ground conditions and Island Health's queue are the two things I can't compress. I'll tell you which stage you're in throughout.
What if the covenant can't be removed outright?
Often it can be modified instead, which solves the real problem. If your building envelope conflicts with only part of the reserved area, the covenant can sometimes be amended to relocate or shrink that area rather than discharged entirely — you get the ground you actually need. I'll say plainly at the desktop-review stage if full removal looks unlikely, before you spend anything.
Who holds my covenant — does that change the process?
Check the Form C on your title. Most of these covenants are registered in favour of the health authority or the Crown, which is the path I handle routinely. Some rural lots also carry covenants in favour of the regional district or a former owner, and those need a different discharge route through that party and your lawyer. The desktop review identifies which you have.
Will removing the covenant affect my existing septic system?
No — discharging the covenant changes what your title restricts, not how your system works. Your existing system stays exactly as it is and keeps its own obligations for maintenance and, if it's Type 2 or 3, servicing. What changes is that the reserved area stops blocking construction, so the shop, suite, or addition becomes possible.
Wastewater Discharge Permit Compliance
What happens if I fall behind on permit reporting?
Discharge authorizations carry enforceable conditions, and lapsed monitoring or reporting puts the authorization itself at risk. Catching up proactively — with proper sampling and a credible report — is far cheaper than responding to enforcement.
What does compliance support cost, and what drives it?
Your permit does, mostly. Sampling frequency, the parameter list, and the number of monitoring stations are written into the authorization, and those set the lab and field effort. Travel matters on this coast — a Bamfield or west-coast site costs more to reach than a Port Alberni facility. ROV outfall inspections, catch-up work on lapsed years, and complex reporting add scope.
Can our operator do the sampling, or do we need a professional?
Trained site staff can often collect routine samples, and that's usually the cheapest arrangement. What benefits from professional involvement is the design of the monitoring program, interpretation of results against permit limits, and the annual report itself — documents the regulator reads and may act on. What does a typical monitoring year look like?
Four steps, repeating. Sampling of effluent and, where required, the receiving environment on the schedule your permit sets; flow monitoring and record-keeping through the year; inspection of infrastructure such as the outfall on its own cycle; then compilation of the data into the annual report by your permit's due date. Most non-compliance I see is missed steps, not failed limits.
How often should a marine outfall be inspected?
Follow your authorization first — some specify a cycle. Where it's silent, periodic inspection is still prudent: outfalls suffer anchor damage, sediment burial, diffuser blockage, and pipe displacement, and none of that announces itself from shore. An ROV survey gives visual confirmation of condition and discharge behaviour at a fraction of the cost of a commercial dive crew.
Our flows have grown. Are we still within our authorization?
Worth checking carefully, because authorized discharge volume is an enforceable limit. Growth in occupancy, production, or connections can push actual flows past what the permit allows long before anyone notices. Flow monitoring gives you the record, and if you're trending toward the limit, an amendment application is a planned project rather than an emergency response to an inspection.
Our discharge is small — do we even need an authorization?
It depends on flow, source, and receiving environment. Smaller domestic onsite systems generally fall under the Sewerage System Regulation and Island Health rather than a provincial discharge authorization, while larger flows and non-domestic effluent fall under the Environmental Management Act. If you're unsure which regime applies to your facility, that question is worth resolving before you build or expand, not after.
Homeowner Installation Oversight
Can I really install my own septic system in BC?
Yes — a homeowner may design or construct their own Type 1 system provided it is done under the supervision of a professional or Authorized Person, who designs, oversees and certifies it under the Sewerage System Regulation. The oversight structure is exactly what this service provides.
How much can I save?
Generally the savings are less than you would imagine. The material still has to be trucked to site, an excavator still has to be on the ground, and the tanks, pump, panel and pipe cost what they cost. What you are really substituting is your own time, and there is a lot of it. A registered installer is very efficient and gets the job done properly and quickly, and that efficiency is worth real money. Owner-building makes sense when you genuinely have the equipment, the capability and the time — not as a default way to cut the bill.
What does oversight cost, and what changes the price?
The design work is comparable to a standard residential design; oversight adds inspection visits, and visits are where site location shows up in the price. A Port Alberni build is straightforward to attend; a Bamfield or remote lot means travel time per stage. Site complexity, treatment type, and how much hand-holding you want during construction also move the number.
Do I need a P.Geo. for this, or will a ROWP do?
A ROWP is an Authorized Person and can design and certify a Type 1 owner-build. The professional route matters when your site isn't simple — thin soils, high water table, steep ground, tight setbacks to a lake or well — because those designs lean on hydrogeological judgment and may need justified departures from standard practice. If your site is straightforward, say so and I'll tell you honestly.
Can I install a Type 2 or Type 3 system myself?
Generally it is not recommended. The cost of doing so is usually prohibitive, because advanced systems require far more oversight from the professional or Authorized Person, and that oversight is not optional. These systems also involve specialised machinery and specialised treatment equipment that has to be working correctly to prevent risks to the environment and to human health. They are important to get right. If your site needs advanced treatment, ask before you plan around doing the work yourself.
What equipment and skills do I actually need?
Realistically: access to an excavator you can operate competently, a way to move gravel and sand on site, the patience to work to grade, and a willingness to stop and call before burying anything. Levels and grades are where owner-builds most often go wrong. Professionals bring a wide range of skills to make sure the job is done properly, and there is no way to confirm from the outside whether any given homeowner has them. Designing or installing your own septic system is not for everybody, and a genuine level of confidence and capability is required before attempting it.
How much construction oversight is required?
This is a genuinely flexible point, and it gets discussed rather than dictated. The critical stages are the ones where mistakes become invisible: excavation and native soil condition, tank set and connections, distribution piping and dispersal media placement, and final cover and grading. How each of those is verified can be adapted — phones, photographs and video have changed what needs an in-person visit, and the arrangement can be shaped around the client. What does not flex is that every step has to be discussed thoroughly with the Authorized Person beforehand, so both sides know what is being done and how it will be confirmed.
What if I get something wrong?
You fix it before it is buried, which is the whole point of staged oversight. If a system is not installed to the standard the designer requires, specific components of it may need to be reinstalled to meet that standard before the Letter of Certification can be issued. As long as that is understood from the outset and the guidance of the professional is followed carefully, these situations are rare. Where they do become difficult, it is almost always because the working relationship started badly — which is why the expectations conversation happens before the excavator arrives, not after.

Port Alberni
How quickly can you get to a Port Alberni property?
Port Alberni is home base — there is no travel day built into the schedule and no mobilization premium for distance. There is usually less waiting to get on the schedule here than anywhere else served, and the design package typically follows within one to two weeks of that visit.
Do Alberni Valley properties usually need advanced treatment?
Not usually, but it depends on the parcel. In honesty, gravity systems are not common out here. Pressure dispersal to a seepage bed is the typical answer in the Alberni Valley. Type 2 treatment tends to be required where there are setback challenges, and Type 3 is reserved for the most difficult sites, where genuine or elevated risk is present.
Who approves a septic system in Port Alberni?
Island Health is the health authority for the whole of Vancouver Island, but it does not actually approve septic systems. Its role is administrative — it accepts the filing and the Letter of Certification and confirms they meet the documentation standards. The person who decides whether a system is sound is the Authorized Person who designs and seals it. Island Health becomes directly involved only if a system is later reported as a health hazard, which is why it matters that you use a designer you can trust. The Record of Sewerage System (RoSS) is filed with Island Health, and the City of Port Alberni or the Alberni-Clayoquot Regional District will want that filing before issuing a building permit.
Can you help if my Alberni Valley lot has an old septic covenant on title?
Yes — covenant work is a specialty. We have worked on numerous sites carrying covenants, some of which turned out to be suitable for removal and some of which did not, and we have helped clients remove or modify an existing covenant on title with the process running fairly smoothly. It typically takes five to ten weeks from site assessment through to Land Title registration, and it starts with a free desktop review of your title and PID.
Tofino & Ucluelet
Can you build a septic system on bedrock in Tofino?
Usually yes, but not conventionally. Where soil depth over rock is insufficient, the design imports engineered sand to create the required treatment depth — a sand-lined or mounded dispersal bed — and often pairs it with pressure distribution or higher-level treatment. The site assessment establishes how much depth is actually there before anything is designed.
Does all that rain mean my system has to be bigger?
Not in the sense of more bedrooms meaning a bigger field — dispersal fields are sized on wastewater flow. But rainfall does directly reduce the hydraulic loading rate the soil is credited with. The Standard Practice Manual requires the standard HLR to be multiplied by 0.85 where average annual precipitation is between 1,800 and 3,000 mm, and by 0.75 above 3,000 mm. Tofino sits above 3,000 mm, so west coast fields carry a 25 per cent reduction in loading rate before any other site factor is considered — which does mean a larger dispersal area. On top of that, heavy year-round rainfall raises seasonal water tables and saturates shallow soils, reducing available vertical separation and frequently pushing a west coast site toward a raised bed or a higher treatment type.
Do I need a different system for a vacation rental?
Possibly. If the property is used at higher occupancy than a single family home, the design flow changes, and an intermittently used system also behaves differently from a continuously loaded one. Tell the designer honestly how the property will be used — a system sized for the wrong use is the most expensive mistake on this coast.
How close to the ocean can a dispersal field be?
The SPM sets minimum horizontal setbacks from marine and fresh water, and those are the starting point rather than the negotiating point. Where a setback genuinely cannot be met, a P.Geo. can prepare the hydrogeological justification for a reduced setback — but that is technical work with a seal on it, not a form.
Bamfield
Can you design a septic system for a boat-access-only property?
Yes — boat-access parcels in Barkley Sound are part of the regular work. The design accounts for what can realistically be barged and moved on site, which usually means limiting imported material volume and specifying components that do not require crane access.
Does a Bamfield system cost more than the same system in Port Alberni?
Almost always, and the extra is logistics rather than design. Barging, road time on the Bamfield Road, equipment mobilisation, and imported sand delivery all carry a remote-site premium. It is better to plan for that at the design stage than to discover it in an installer's quote.
How does the site assessment work if the property is remote?
The same field work is required — test pits, soil logs, water table and setback evaluation — it just needs a coordinated trip and a way to open test pits on site. Visits are scheduled deliberately rather than casually, so early notice genuinely helps.
Is a composting toilet an alternative for a remote Bamfield cabin?
The Bamfield OCP itself notes that composting toilets and alternative treatment methods are worth investigating given upgrade costs in the community. They can reduce blackwater load, but greywater still needs a compliant dispersal system, so treat it as part of a design rather than a way around one.
Parksville & Qualicum
My lot is pure sand — does that mean a cheap, simple system?
Sometimes, but not automatically. Very coarse, rapidly draining soil can move effluent to groundwater faster than treatment can occur, and the SPM limits loading accordingly. The result may be a larger field, a sand-lined bed, or a higher treatment type rather than the small gravity system people expect.
Does being near a community water well change the design?
Yes. Setbacks from wells — yours and your neighbours' — are mandatory, and proximity to a mapped, heavily used aquifer affects the treatment level and separation the design has to demonstrate. Locating every well within the relevant radius is part of the site assessment.
Do I need an assessment before subdividing acreage near Coombs or Errington?
Effectively yes. Approving authorities need evidence that each proposed lot can be serviced with onsite sewerage, and that evidence comes from field testing on each proposed parcel. Doing it early is far cheaper than redesigning a plan of subdivision after the fact.
Is Parksville inside your service area for a same-week site visit?
Parksville and Qualicum Beach are an easy drive from Port Alberni over Highway 4, and they are a regular part of the Central Vancouver Island route. The design package is typically prepared within one to two weeks of the site assessment.
Nanaimo
Why did my neighbour get a simple system and I need a bigger one?
Because soils in the Nanaimo Lowland change over metres, not kilometres. One parcel may sit on permeable Quadra Sand while the next has a metre of dense Vashon till at surface. Only test pits on your parcel settle it — a neighbour's design is not evidence about your ground.
What is a perched water table and why does it matter in winter?
It is groundwater sitting on top of a dense, slowly draining layer rather than at the regional water table. It shows up in the wet season and can vanish by late summer, which is why designers read soil colour patterns and mottling to establish the seasonal high level rather than relying on what is visible on the day.
Do I deal with the RDN or Island Health?
Both, for different things. The Regional District of Nanaimo or the City handles zoning and the building permit; Island Health receives the Record of Sewerage System filing and the final Letter of Certification. The septic filing normally has to be in place before the building permit is issued.
Do you serve Cedar, Yellow Point, and Nanoose Bay?
